Craven County accepts $655,147 donation for animal shelter; funds moved to capital reserve

County health-department staff told the board they received an unexpected donation of $655,147 from the estate of Shirley Callahan designated for the county animal shelter. "It's not unusual for us to receive donations for the shelter. They come in all the time, but this one was for 655,147," a staff member said.
Dr. Tanya Osler, representing shelter leadership, described planned uses such as turf for outdoor play areas, sanitation upgrades and interior repairs. Commissioners raised additional ideas including using part of the funds to support trap-neuter-return (TNR) programming. County Manager Jack Veit and county attorney Grady clarified the requested administrative step: the money would be transferred into a capital reserve account designated for the shelter and any specific project expenditures would return to the board for approval. Grady said he reviewed the decedent's will and found "no restrictions whatsoever."
After discussion the board moved and approved placing the donation into the animal-shelter capital reserve account; the clerk called the roll and all commissioners voted yes. Staff said future project approvals would come back to the board for specific spending decisions.
