City Manager (speaker 3) said the change was already included in the adopted budget and that the MOU adds required certifications such as OSHA‑30, facility management certification and electrical instrumentation technology grade 1 for the building senior role.
Staff also requested a temporary 1,000‑hour position to cover water‑meter reading and other duties while employees take family‑medical leave. The city manager summarized the fiscal impact: "Which is approximately $25,000, a little bit a little bit more. 25,798, dollars for the position split between water and sewer, a little over 12,000 a piece." Council moved, seconded and voted unanimously to approve the position control change, MOU amendments and related budget amendments.
