Board advances $81.5 million modernization plan, including demolition and DSA timeline

The board reviewed a multi‑phase facilities modernization plan that increases the project estimate from an original $71 million to about $81.5 million to accommodate additional scope noted during design review. Staff described three increments of work: demolition and infrastructure, utilities and enabling work, and subsequent modernization of buildings including pool and locker room modernization in partnership with the city.
Staff said state grants and mitigation programs could offset portions of the increase and identified $10 million in potential state earthquake mitigation funds and a separate $10 million program noted in the package. Construction permit submissions to the Division of the State Architect (DSA) are planned for the end of the summer, with construction beginning in February or March of 2026 for the first phases. The board encouraged continued community outreach, said members want a ribbon‑cutting participation plan, and then approved the project package.
