Tony Boyd, the city's public works director, said the Bay Area Conservation and Development Commission (BCDC) confirmed application completeness and "they have to provide us with something by, June 22." The committee noted that a later determination of incompleteness could invalidate that date.
Boyd also described an ongoing Army Corps of Engineers consultation that has prompted requests for biological information. He said reviewers asked for a benthic/shoreline eelgrass assessment and staff have contracted a firm to perform a preliminary survey at low tide. Committee members urged persistent communication with federal reviewers and suggested targeted advocacy — including mayoral or congressional outreach — if the Army Corps timeline slips. The group set a tentative follow‑up window in mid to late June to reassess once the Corps responds.
