The City of Winlock reported a partial wastewater bypass on March 13, 2026 that released untreated water to a local creek and constituted a permit violation, Water/Sewer Superintendent Rodney Cecil told the council. Cecil said membranes were cleaned on Feb. 23, 2026 and that the planned installation of a screw press should help mitigate similar events going forward.
Cecil outlined additional mitigation options including construction of extra storage capacity and pursuing an Infiltration and Inflow (I&I) grant to identify sources of excess inflow. Councilman Jeramy Allman asked specifically about replacement of variable frequency drives (VFDs); Cecil confirmed he will develop a replacement plan addressing critical equipment needs for the Water/Sewer Department. No formal enforcement outcome was announced at the meeting; officials said required notifications related to the permit violation were completed.
