Silver Falls board launches yearlong strategic planning partnership with Willamette ESD

Superintendent Kim introduced a Willamette Education Service District (ESD) team on a proposed, yearlong strategic-planning process intended to set the district's mission, goals and budget priorities. Colleen Henry, data systems coordinator at Willamette ESD, said the work will combine a comprehensive data analysis, stakeholder engagement and an action plan the district can monitor. "Through collaborative planning, data driven decision making, and transparent communication, this strategic plan will serve as a road map for Silver Falls School District's future success," Henry said.
Ella Taylor, chief research officer at Willamette ESD, described the work as iterative and emphasized the ESD's role in helping the district move from data to measurable initiatives. Board members asked whether the process could be accelerated; ESD staff said they will follow the board's direction but urged adequate stakeholder input. The superintendent noted the plan is not mandated by state law but that it aligns with district continuous-improvement work and can help prioritize limited resources. One board member asked about cost; an ESD representative and the superintendent cited a $25,000 contract for the pilot engagement and said the work will also inform the district's Integrated Guidance Plan that links to ODE-funded programs.
