Board approves DSA testing contract and extends consultant agreement supporting Measure J implementation

The board approved a contract with Nino and Moore Inc. to provide Division of State Architect (DSA) testing and special inspection services for the main building seismic upgrade project, not-to-exceed $56,590 from Fund 21. The district issued an RFP, received four proposals, and recommended Nino and Moore as best value based on site familiarity and prior work for the district.
"The Nino and Moore was judged as the best value," Bill Savage said during the item. The motion to approve the contract was moved by the chair, seconded and passed by voice vote.
Separately, the board discussed and approved Amendment No. 2 to the independent consultant agreement with K12 School Facilities (William Savage) to continue Measure J bond implementation services through August 2027 at an increase of $58,800 (Fund 21). Trustees said Savage's institutional knowledge and role in securing past FEMA funds and managing complex deadlines justify the extension.
"Bill is the glue," one trustee said during discussion, describing his role coordinating paperwork, grants and contractor relationships. The motion to approve the amendment was moved and seconded; the board approved it by voice vote.
