City: Army Corps letter expired, Army Corps/other approvals tied to bulkhead permit not demolition

"The army corps of engineer letter is expired. So we have this 1 in our table as pending," Rebecca Markwick said. Staff said they have communicated to the applicant that an updated Army Corps letter is required during the 60‑day window and that the bulkhead permit is tied to the regulatory agencies' approvals; the bulkhead permit must be issued before demolition can commence.
The building official and city engineer explained that certain dates in the applicant's construction schedule were set to align with agency windows, and that if regulatory agencies extend allowed work dates the city will follow suit. Residents and BLPOA pressed staff about whether agencies had received amended plans; staff said some agency letters are on file but others await updated submittals.
