Spearman ISD board reinstates SHAC, directs review of human sexuality curriculum

The Spearman Independent School District Board of Trustees voted Nov. 13 to reinstate the district’s School Health Advisory Council and to convene the council to recommend curriculum materials for human sexuality instruction.
The board adopted a resolution citing Texas Education Code Section 28.004(e-1)(1) that calls for the SHAC to hold at least two public meetings and to present its curriculum recommendations to the board by January 2025. The resolution language appears in Exhibit B to the board packet.
The motion to reinstate the SHAC was made by Vice President Stephen Batton and seconded by Board Member Abby Pipkin; the subsequent resolution to convene the SHAC was moved by Board Member Dustin Mackie and seconded by Jay Tracy. Both actions carried on recorded 6-0 votes.
Exhibit A in the packet lists the 2024–2025 SHAC membership, including parent members, staff and two student representatives (for example, Chance Swan is listed as a Student Member and James Layman is listed as Superintendent). The exhibit also names the school nurse and district student health staff as participants.
Next steps as set by the resolution: the SHAC must hold public meetings before forming recommendations and present those recommendations to the board at a public meeting by January 2025.
