City to tighten business coding and add administrative fees for regional tax processing

The administration told the Finance Committee it is working to assign NAICS codes to a large share of business withholding records so the city can better analyze collections by industry. The presenter said about 56% of collections currently lack an attributed NAICS code and that Mary’s team is conducting a records review to fill those gaps.
Officials also described a change to the fee structure for collection services the city provides to nearby villages. The administration reported it had received roughly $33,000 through July from the new administrative-fee approach and anticipates "about an additional $100,000 than what we would have historically." Staff said the long-term plan is to treat collections processing as a revenue-generating service line while remaining mindful of partner benchmarks and competitiveness.
