The Belvedere Planning Commission voted to grant design-review and use-permit approvals for a 270 square‑foot dock expansion and two boat lifts at 310 and 312 Beach Road, while removing a proposed equipment shed from the project. Planning staff recommended approval for the dock enlargement, two boat lifts and kayak racks but advised against permitting a new storage shed because the city’s dock lease limits facilities to docking and mooring.
"The 270 square foot dock expansion is proposed on the southern side of the existing dock," planning staff Sammy told the commission, adding that kayak racks are allowed because “kayaks are considered boats” and the racks equate to docking or mooring. Applicant Mark Conroe, who lives at 310 Beach Road, said the homeowners had removed contested platforms from the application and emphasized the proposal reduced the long‑standing impact on the city strip compared with earlier encroachments.
Several neighbors and the chair of the Parks, Open Spaces and Lanes Committee urged caution, saying expanded private facilities on city‑owned waterways risk setting a precedent. Sandy Donnell warned of property‑reversion covenants tied to early conveyances and asked the commission to ensure that any revocable license preserves public access. Staff confirmed a 2022 revocable license remains recorded for certain stairs and that any new license would go to the city council for review.
Commissioners required several conditions before and during implementation: reduced dock lighting (staff recommended puck lights in fewer locations), selection of the more‑open kayak‑rack option presented as "rack number 3," and no approval for the new equipment shed. The motion to grant design review passed by voice vote. The commission also approved the use permit, noting the action is subject to the terms of the existing dock lease, which staff said expires 06/30/2039.
The applicant and staff will coordinate final details with city staff and, if any revocable license is requested for strip improvements in the future, the council will consider that separately.
