Appellants and assessor agree to lower assessed value to $15,000 for two York County lots
Summary
After discussion about whether the lots would "perk" and be buildable, the assessor's office and appellants agreed to reduce the assessed value of parcels 588-01-02-016 and 588-01-02-017 to $15,000 each.

The Board of Assessment and Appeals reviewed two contiguous lots, parcels 588-01-02-016 and 588-01-02-017, on May 5. Appraiser Jacob Hinds presented the assessor’s valuation. Board member John Jimenez asked whether the lots were buildable; appellant David N. Wright said the "lots will not perk." Assessor Edgar Hardin noted his office had not been provided any official DHEC or county confirmation that the lots would not perk.
Following the exchange, the county Assessor's office and the appellant agreed to update the assessed values to $15,000 for each lot. The minutes record that "the county Assessor’s office and appellant came to a mutual agreement to reduce each lot to $15,000." That agreed adjustment was recorded as the action from the hearing.
The reduction reflects a negotiated settlement between the assessor's staff and the property owner rather than a contested board order changing valuation without agreement.
