Troup ISD staff say TEA template, property-value drop push proposed M&O to $0.7575

During the budget workshop, staff outlined the mechanics that produced the proposed M&O figure. "According to the template provided by TEA, the compressed rate will be $0.6192," Blake Rowe said, and with local enrichment pennies the district's preliminary proposed M&O rate is $0.7575, up from $0.7422 last year. Rowe also reported that preliminary property values decreased by 3.9876%, a change he attributed to lower property valuations and reduced mineral interest.
Rowe explained revenue estimates rely on prior-year ADA and FTE data; refined ADA increased 1.038% while FTE counts were stable. He also flagged a policy change: Business Personal Property (BPP) exemptions increased from $2,500 to $125,000 per business, and he said there is no hold-harmless provision to offset those losses. The combination of those factors shapes the district’s projected state and local revenue for 2026–2027.
