Troup ISD previews 2026–27 budget, flags potential hires and capital needs

Troup Independent School District staff presented a preliminary 2026–2027 budget at a June 9 special meeting, telling trustees that preliminary property values decreased by 3.9876% and that the district’s proposed maintenance and operations (M&O) tax rate would be $0.7575 under the TEA template. Blake Rowe, who led the budget workshop, said the compressed rate shown in the state template is $0.6192 and noted the district’s 2025 maximum compressed rate was $0.6039.
The presentation covered revenue drivers and expenditures: refined Average Daily Attendance rose 1.038% year over year, FTEs were largely unchanged, and the state template showed increases of $130,366 in Foundation School Funds and $140,445 in Available School Funds. Rowe also outlined one-time retention incentives, step-based raises (at least 2%), and a newly added assistant principal position at the high school. Board members and the public were told a list of capital needs will remain on a watch list pending final revenue estimates.
