The project architect walked the committee through programmatic comparisons, survey feedback and multiple design options, noting that square footage is the primary driver of cost. The deck presented department-level options with a range of estimated construction costs depending on scope — examples in the slides included lower-range departmental options and larger "All In" options. The presentation also emphasized planning for 30–50 years of operational capacity and avoiding street-facing pre-engineered metal buildings to preserve civic character. The architect stated on the cost-timing trade-off: "IN 20 YEARS, IT WILL COST TWICE AS MUCH." The committee did not take a formal vote to adopt a single option at the July 29 meeting; the draft presentation will be refined for a planned Town Council presentation in spring 2026.
The committee asked for follow-up on phasing and financing scenarios presented in the deck and prioritized community outreach before any funding request. The presentation recommended a phased approach that might fund Company 3 first while staging work at Companies 1 and 4, and advised a third-party cost estimate after an option is selected.
