Pitman council introduces ordinance to allow use of public lands for film shoots

The Borough of Pitman on Nov. 12 introduced Ordinance No. 16, 2024, a change to Chapter 4 (General Licensing) to permit the use of public lands for major motion pictures. Councilman Paul Bially presented the ordinance on first reading and a public hearing was scheduled for Nov. 25, 2024.
Council discussed notification timeframes for filming and settled on a requirement that residents and businesses receive seven days' notice and the Borough Administrator receive eight days' notice before filming. The council took the introduction vote (Motion: Bially; Second: James) and moved the ordinance to the public‑hearing stage without final adoption.
The change would add a licensing path for production companies to request use of parks, streets and other public property; specifics of fees, insurance and permitting conditions will be addressed at or after the public hearing. The council did not adopt the ordinance on Nov. 12; the public hearing will provide the next opportunity for public comment and possible amendment.
