At the start of the special meeting, Lisa Webb, assistant administrator, presented the seven levy options the board is considering and the percentage increase each option represents compared with the current levy. Webb said the highest option — the Tax Levy Review Commission recommendation — is 6.57 mills, which she characterized as a 71% increase from the current levy.
Webb enumerated each option, from the TLRC recommendation down through intermediate proposals to a flat renewal: 6.57 mills (71% increase), 6.23 mills (59% increase), 5.92 mills (49% increase), 5.61 mills (38% increase — item 4), 5.06 mills (19% increase), 4.78 mills (10% increase — item 6), and 4.51 mills (0% flat renewal). Commissioners used those specific millage options and percent increases as the basis for subsequent motions and debate about affordability and program stability.
