The commission received for first reading an ordinance amendment that rezones a parcel from R‑3 to B‑2 to permit the property owner to combine lots and pursue redevelopment. Planning staff explained that rezoning is technically an ordinance amendment because the zoning map is part of the municipal code; the motion to receive the item for first reading and schedule a second reading on Aug. 17 passed on roll call.
Planning staff said the applicant submitted a conceptual plan for condominiums but noted the concept is not a binding condition of rezoning. "The applicant has requested this rezoning with the intent of combining the parcel with another parcel apart for the development of condominiums as shown in the parcel combination exhibit of the rezoning application," a commissioner reading the staff memo observed; staff clarified the plan is conceptual and that any site plan or use would require additional review. Several commissioners expressed concern that rezoning without binding use could allow a different B‑2 permitted use later, and one commissioner said she would vote no out of caution. The motion to receive for first reading carried.
