The Community and Economic Development Committee moved forward a package of land-use approvals for the property at 221 E. Lake Cook Road that would create a three-lot subdivision, two commercial outlots and a special use permitting a restaurant with a drive-through.
Planning staff described the site, the proposed lot layout and traffic adjustments. "The subject property is approximately 6.6 acres," staff said, noting the developer requested a two-lot subdivision in the first phase and proposed Lot 2 (westerly lot) for a fast-casual restaurant with a drive-through and Lot 3 for retail with associated parking. Staff told the committee a post-plan-commission change converted the south-side drive aisle to one-way to improve traffic flow and that the proposal meets the village's parking requirements as submitted.
Staff also said the petitioner has not finalized a lease for the restaurant tenant and therefore requested a special use permit for a restaurant with drive-through at this stage; once a lease is finalized, the special use would transfer with further council review. Committee members discussed cross-access easements to properties to the south and confirmed that the subdivision language preserves the cross-access condition approved in 2012. A committee vote moved the package to the council consent agenda for final action later in the meeting.
The committee chair was Councilman Solberg; planning staff member Ben presented the materials on behalf of the village.
