The draft ordinance defines the Human Resources Officer as responsible for recruitment and hiring, administering retirement and benefits, maintaining personnel files in compliance with state and federal law, overseeing onboarding, documenting employee incidents and discipline, interacting with union representatives, and performing pension certifying duties. The ordinance states the HR Officer serves concurrently with the Borough Administrator and specifies there will be no additional compensation for the role beyond the Administrator's salary.
Council members voted to set the public hearing date, and the measure will return for its second and third readings after the February hearing. The council did not adopt the ordinance on final reading at this meeting.
