State task force previews dashboard to track public entities' unrestricted cash

Marcy Mortenson, of the State Auditor's Office, demonstrated a new public-entity reserves dashboard that the task force will use to examine unrestricted cash and cash-equivalent balances across government entities. "We have 3 different tabs: a single entity explorer, a statewide explorer, and an outlier stat," Mortenson said during the demonstration, describing eight ratio graphs, deposit and custodial views, and per-year security-type market-value displays.
The dashboard lets users pick individual entities (Mortenson showed Alta High School and Davis School District) and view ratio time series, bank-deposit breakdowns and heat maps of custodial locations. Presenters said the tool currently covers entity-year unrestricted cash from 2018 to 2024 and can be filtered by fiscal year; staff agreed to explore adding budgeted-versus-actual comparisons and longer historical records where feasible. Staff also said they will accept bug reports and feature requests and will replace an older dashboard link with this new version for the group to test before the next meeting.
