Blair Beatty of the Tennessee Wildlife Resources Agency told legislators the agency has held multiple conversations with local stakeholders—including Ride Royal Blue and the Campbell County Recreation Association—about the proposed OHV permit program and intends a coordinated roll‑out with advance notice.
Beatty said TWRA has been meeting with community partners ‘‘since I think 2023, maybe even 2022’’ and will provide information to riders and organizers in advance of the fee start date. Committee members asked TWRA to supply usage and vendor participation numbers to help lawmakers assess how the program will be implemented and how fees will be collected and enforced.
