West Long Branch introduces amendment to five-year road-opening moratorium and grants two waivers

The Borough Council on Jan. 21 introduced Ordinance O-26-3, which would amend Ordinance 15-4 to add moratorium restoration standards for utility road openings during the five-year period after repaving. Councilman Penta moved to introduce the ordinance by title and set a public hearing for Feb. 4, 2026 at 6:30 p.m.
Ordinance O-26-3 proposes several changes: allowing infrared treatment as a final restoration method (subject to the Director of Public Works and Borough Engineer), requiring full-scale, high-quality restoration across a property frontage, and imposing a $2,000 fee for permittees granted a moratorium opening. Separately, the council granted waivers to the moratorium for properties at 44 Community Drive and 22 Girard Avenue on condition of compliance with the existing and amended ordinance and Borough Engineer approval.
