Representative Powell introduced HB 12-89, called the Alyssa Lockett Safety Act, which would have TDEC, the Department of Safety and local governments collaborate to develop permissive guidance (not mandates) on park and greenway design, lighting, signage, surveillance programming and emergency markers. Powell described the bill as guidance to improve safety and noted the legislation is intended to be a non-mandatory resource for localities.
Members asked about a $350,000 fiscal note and whether the work could be done within existing resources; Powell said she was evaluating the note and hoped the work could be performed in-house. The committee voted 11-3 to send the bill to Finance.
