Board hears safety, EMF and title concerns for proposed Navarre Field housing site

During the informational presentation on the Navarre Field concept, Habitat for Humanity addressed site constraints and ownership uncertainties that will shape any future proposal.
"We've already done readings. We know exactly where the fields are," Dave Craig said while pointing out high‑power transmission lines on the Pleasant Road site and describing an electrical safety buffer the organization used in its site layouts. Craig said Habitat's EMF measurements and engineering review indicate the first roughly 100 feet along the transmission corridor is not buildable, and that homes would be pushed to the northwest side of the parcel.
Craig also described ongoing title uncertainties: portions of the acreage appear to trace to different historic owners (Morris family, Francestone, Navarre) and some deeds could not yet be located. Habitat has engaged Hassett Title and said they will continue due diligence; Craig asked trustees to share any deed records they may have discovered. Board members sought assurances about safety, lighting and walkability; Habitat said those items factor into design and that the city’s planned Le Pleasant Corridor roadwork and bike path could improve access.
Habitat’s site‑safety measurements and title findings are preliminary and part of the organization’s due diligence; the board will not act until deeds, surveys and pro formas are finalized and presented.
