DRC requires Advent Health to revise site plan, confirms utility and impact-fee obligations

Representatives from McIntosh Associates and Advent Health presented a site plan for Advent Health Winter Garden Medical Office Building #2 (Fowler Grove Blvd). City staff said the site must be served by city water, sewer and reuse and that "100% of all required water, irrigation and sewer impact fees shall be paid prior to City execution of FDEP permits and issuance of site or building permits." Staff also asked the applicant to provide a photometric plan showing foot-candle levels at the property boundary (not just the project boundary), coordinate a community meeting to be held in City Hall Commission Chambers, and revise a southern parking row to create a required tree island break. City Engineer Jim Monahan moved to have the applicant revise and resubmit the site plan for staff review only; Building Official Skip Nemecek seconded and the motion carried unanimously, 4-0.
Staff also asked whether applicant and city staff could meet on site to retrofit lift station #72 by adding curbs while the applicant's contractors are on site; the applicant agreed to the site visit. No final approvals were issued at the Feb. 12 meeting.
