Winter Garden creates Special Magistrate role, appoints Jacob Schumer

The Commission on Feb. 13 adopted Ordinance 25-08 to establish a Special Magistrate position appointed by the City Commission. Planning Director Kelly Carson told the commission the Special Magistrate would be authorized to render decisions relating to City Code violations, the city’s alcohol ordinance and appeals connected to speed-enforcement camera violations; the Code Enforcement Board will remain active and cases may be heard by either entity.
Following formal adoption, the commission appointed Jacob Schumer of The Grosshans Group as Special Magistrate under the conditions and terms set out in an Engagement of Services letter. City Attorney A. Kurt Ardaman advised the commission on qualifications and the appointment passed unanimously, 5-0.
