The brief procedural vote was taken at the start of the DRC meeting after Chairperson and Planning Director Kelly Carson called the session to order at 9:30 a.m. The committee roster at the time showed a full quorum: Kelly Carson; City Engineer Jim Monahan; Skip Nemecek; and Steve Pash. Economic Development Director Marc Hutchinson was recorded as absent.
