Plan Commission backs floodplain boundary adjustment to build Prairie Springs Park parking lot

Village staff presented a proposed floodplain boundary adjustment to permit construction of a parking lot in Prairie Springs Park adjacent to the north ball fields and Jerome Creek. Staff said the adjustment would remove roughly 3,700 cubic feet of fill and create about 5,800 square feet of compensatory floodplain storage, and that lands removed from the floodplain would be filled to an elevation at least two feet above the regional/base flood level; staff recommended the Plan Commission forward a favorable recommendation to the Village Board subject to the conditions listed in the packet.
Village engineer Kurt Davidson clarified the approach, saying the plan fills the green area (current floodplain) and excavates nearby to create additional storage, so the net floodplain capacity is preserved: "that's the area that's gonna be filled. That's currently flood plain," he said. The commission moved and approved the recommendation to the board by voice vote (motion maker recorded as Neil, second by John).
