Staff presented a memorandum of understanding with Kenosha County to transfer several county‑owned parcels to the village for stormwater management, future trails, possible right‑of‑way use and open space. Rob said the county no longer wished to retain those parcels, which had previously been tax delinquent or unmaintained, and that the village would assume maintenance responsibility upon transfer.
Rob provided the accounting that the village would acquire the lands "for a total purchase price of 2,986 and 86¢ which covers the outstanding taxes or at least the county portion of the taxes." He noted one parcel is submerged in Lake Michigan and that some platted lots had been overtaken by shoreline erosion. Trustees asked whether the village could special‑assess homeowners associations or property owners to recover maintenance costs; Rob replied that county ownership limited special assessment ability but village ownership would allow the village to specially assess responsible parties to recover maintenance and restoration costs.
The board moved, seconded and unanimously approved the MOU. Rob emphasized the MOU is a planning framework and does not commit either party to finalize individual transactions without further agreements.
