Commissioners approve Adura contract for grant-funded environmental studies

Economic Development Director Michael Worley said Adura was selected through a qualifications process begun in late 2025 because of experience and familiarity with local sites. Worley described the phase‑1 environmental site assessment scope, including desktop reviews, threatened‑and‑endangered species screening, on‑site habitat assessment, wetland and stream delineation, and jurisdictional determinations; he said civil engineering and master planning are not covered under the microgrant. Worley estimated the contract at "$17,000 and $22,000" and reiterated the work will be paid with the NCRR grant.
During the public hearing, resident Robert Sherrill raised pollution and health concerns about nearby plastic manufacturing; staff said they would follow up with EPA records. After closing the hearing the board voted to approve the Adura contract by voice vote.
Next steps: If the grant is awarded, Adura will execute the contracted studies and staff will report findings to the board for any subsequent decisions.
