Pleasant Prairie board approves RecPlex solar contract after debate over incentives, warranties and tight deadline

The Village Board of Pleasant Prairie voted to proceed with a contract for a rooftop solar array at the RecPlex, authorizing the administrator to finalize terms with Arch Solar and to secure related incentives.
Arch Solar representative Andrew Holstrom presented the project as a just-under-1-megawatt DC system with a projected first-year energy savings of about $101,221 and an estimated return on investment of 7.5 years. "This brings us to our ROI of 7.5 years," Holstrom said during the presentation. Board members questioned production assumptions, roof impacts and lifecycle replacement costs before voting.
Trustees pressed for contract language to protect the village on warranty and insurance issues and discussed whether the village should purchase 5% of materials immediately to preserve a domestic-content tax credit. Village staff said the safe-harbor approach would require ownership of 5% of materials and a contract dated before a federal change on April 16, which created urgency for action. After a motion to table failed, the motion to proceed with the Arch Solar award passed on a 3–2 vote. The board recorded the outcome as "3 ayes, 2 nos."
