Chairman Todd outlined the committee’s procedural rules for submitting bills, amendments and witness materials. "Bills must be put on notice through the house portal. Paper notices will not be accepted," he said, and added that the deadline for bill notice is 3:30 p.m. Wednesday before the next scheduled meeting and that amendments must be filed by Monday at 10 a.m.
The chairman emphasized that verbal amendments and late filings "shall not be considered," requests to testify must be submitted to the chairman at least 24 hours before the meeting, witness cards may be submitted through the legislative website and testimony will be limited to three minutes. He also instructed that materials for distribution must be provided electronically in advance so staff can circulate them to members.
