Developers offer to fund Town Center planning study as council seeks direction

Staff updated council on developer engagement for the Town Center project and said one firm is willing to pay for an updated marketability and master-plan study.
"They want to hire a land planner to update basically, like, master master plan of and it updates marketability of what some of the uses they think they can get," Staff member said, describing a proposal from Lewis Real Estate Group. Staff emphasized council would be asked to review any scope and budget before formal engagement, and that Lewis indicated they initially would not ask the town to fund the study.
Staff also reported that Southeast Capital Partners had received positive feedback from a potential anchor tenant and expects to return with a site plan. The presentation asked council whether it wanted staff to proceed with further negotiations and said any cost or letter-of-intent commitments would be brought back for council approval.
Council offered general support but asked to see written proposals and budgets before staff commits town resources or enters any letter-of-intent arrangement.
