Cairn Creek Greenway extension delayed as easement talks continue

Town staff told council that the Cairn Creek Greenway extension timeline has slipped because the project depends on private easements and deeds.
"The biggest reason is we're still working on our easement and easement on the Fernleaf property," Staff member said, explaining that negotiations with the Fernleaf property owner and adjustments requested by Charles Owens required additional surveys and corrections. Staff said environmental review tasks are due in October and that if easements and deeding proceed quickly the permitting and bidding schedule could tighten.
Staff gave a tentative schedule that could push design and permitting into November and delay bidding until late in the calendar year; construction might not begin until March. Council asked whether the delay would jeopardize grant funding; Staff member said environmental review is on track and current follow-up indicated no immediate threat to the grant but emphasized the outcome hinges on completing easement documentation.
The council did not take formal action at this meeting; staff said they would continue to press landowner agreements and return with updated paperwork and timelines.
