John Mead of CGL Construction told the board the project followed review standards and emphasized local engagement: "Collaboration, I think is probably a better word than negotiation," Mead said, describing changes made after earlier public input. Resident Brian Hornberg, who lives on Buck Ward Road, warned that water pressure, volunteer fire coverage and intersections need careful study and urged the board to ensure comprehensive road and safety improvements before substantial build‑out.
Commissioners praised the developer’s willingness to meet neighbors and said the road condition commitment was central to their approval. The approval was recorded as a conceptual master plan endorsement; subsequent development orders and engineering will return to staff and the board for final permits and acceptance of roads into county maintenance.
