Jenny presented a staffing and salary overview that would apply a 2.3% COLA to noncontract employees and reorganize some part-time roles into higher-skilled accounting positions. She said a recent change to CalPERS-based benefits produced substantial health-insurance savings and allowed modest wage increases: "We have seen a significant to the tune of $50,000 decrease in the cost for health insurance with the modifications that we've made and the switching over to CalPERS," she said.
Jenny proposed converting a 30-hour office assistant into a full-time admin accounting specialist and clarified that some contract positions (city manager, building official) will not receive a COLA because they are not covered by the same schedule. The council discussed whether further staffing reductions would materially change city services and asked staff to outline any staffing-based savings scenarios for the next packet.
