City manager proposes raising water pass-through to $3.25 per 100 cubic feet to close shortfall

City Manager Jenny told the council the current charge per 100 cubic feet was lower than the city’s cost for water and pumping and recommended a pass-through increase to cover the shortfall. "The assumption is in this number is that we do implement a increase to $3.25 to at least cover your bare bones of what it's costing you every single year to bring water," she said.
Jenny recommended a short cost-of-services analysis first and noted the Prop 218 noticing and hearing process would be required for any rate change. She described the proposed increase as a targeted adjustment to close a roughly $50,000 revenue gap and said the water-fund imbalance was a higher immediate priority than larger structural changes to the sewer fund, which she said likely needs a full rate study.
