HYBA seeks three outdoor courts; council told parkland fund could cover gap

Representatives of the Hutchinson Youth Basketball Association presented a plan for three full outdoor courts near Hutchinson High School and offered $200,000 toward the project. Parks staff told the council the Parkland Dedication Fund could close the remaining funding gap but that using it would nearly deplete the fund.
"So as you may have seen, we're, willing to contribute $200,000 to the project to make this happen and to kinda help raise funds for the amenities and the maintenance of the park," said Tony Kadlick, speaking on behalf of HYBA. Staff (speaker 8) explained the engineers' cost estimate came in higher than the CIP figure and said the city can pursue detailed construction documents and competitive bids as a next step.
Council members asked whether HYBA would cover overages if bids came in higher; Tony said the organization "could consider that" and offered to coordinate with contractors to encourage competitive bids. Staff recommended returning the item to a future council meeting with construction documents and a funding plan; because the presentation was on the communications portion of the agenda, the council did not take final action and directed staff to place the item on the next regular meeting agenda for formal consideration.
