County staff: courthouse secure elevator at end of life; modernization estimate ~$500,000

County facilities staff and a commissioner reported that the courthouse secure elevator, which moves inmates between the jail and court, is 50–60 years old and has failed recent tests. Ricky Hammonds, director of facilities maintenance, said the hoistway is brick and the elevator is at the end of its useful life; KONE’s load test did not lift the elevator at rated capacity and KONE advised limiting occupancy to three people until repairs are made.
Commissioner Mark Lincolnberry said staff have requested approximately $500,000 to perform a traditional modernization but that other vendors (Otis) provided higher estimates; staff requested more time to gather bids and confirm whether funds could come from the Correctional Rehab fund rather than the general fund. Lead times of 43–49 weeks were cited, and staff warned that temporary measures (using the public elevator or stairs) would be required if the secure elevator fails while a modernization is planned.
