PDC issues series of findings and suspended penalties for multiple late L2 filers, and a higher sanction for a repeat filer
Summary

The PDC considered a group of cases in which respondents had failed to file one or more L2 reports for 2025 but filed the missing reports before the hearing and had no prior violations. Staff listed cases including Erin Holmes, Daniel Goodman, Fern Unetorn Warrungen, Mark Watson, Taylor Consulting LLC, and Tiffany Brace. Chair Leach found violations and (after verifying the correct recommended amounts) imposed penalties of $500 with $250 suspended for each of those cases under the commission’s penalty guidance.
Separately, the commission addressed a case for a repeat filer, Connor Bennett Sharp (case 186638), who has one prior violation and had not responded to hearing notices. Staff recommended a larger sanction for a filer with a prior violation; Chair Leach found a violation and imposed a $2,000 penalty, suspending $1,000 provided the respondent files missing reports within 30 days, pays $1,000 within 30 days, and has no future violations for four years.
