Chair finds violation, suspends $100 penalty for former lobbyist April Messenger

Chair Jay Leach opened case 186632 regarding April Messenger and summarized staff’s allegation that Messenger failed to timely file one or more L2 reports for 2025 under RCW 29B.50.050. Jordan Campbell told the commission staff had emailed reminders and issued a hearing notice; Campbell reported that Messenger had filed the missing reports before the hearing and had no prior violations.
April Messenger affirmed under oath and told the commission she had left the entity she was working for and “haven't been a lobbyist for the better part of a year.” Lindsey, identified as the administrator for Messenger’s former lobbyist employer, apologized for administrative oversights: “I apologize for that on behalf of the, as the administrator for her lobbyist employer.” Chair Leach said he would find a violation and imposed a $100 penalty, suspending the full amount on the condition that Messenger have no violations in the next four years and that any reports needing amendment or filing be submitted within 30 days of PDC contact.
