Planning commission votes to recommend North Riverside comprehensive plan to trustees

The Joint Planning Commission voted to recommend adoption of the Village of North Riverside draft comprehensive plan to the Village Board of Trustees following a presentation by Northern Illinois University consultants and public comment. Committee member who moved the motion said the plan, with public-safety language added, aligns with village goals and public engagement efforts.

Min Evans of Northern Illinois University summarized the plan’s purpose, community input and the legally required review steps, telling the commission, “We’ve been working with, as Pete mentioned, the community for some time now on a comprehensive plan.” The commission discussed specifics including school-district impacts, lead-service-line counts and corridor priorities before voting to send the plan forward. Voice votes were recorded and the motion carried unanimously in the recorded roll call.

The commissioners were asked to base their findings on five standards: promotion of public welfare, a coordinated framework for growth, reflection of community goals from the engagement process, consistency with regional/state planning objectives, and implementability through village regulations and capital planning. Staff said those standards informed an example motion for adoption of findings and recommended specific revisions based on public comments. The commission’s recommendation now goes to the Village Board for the final adoption decision.
