PDC chair orders donor’s home address redacted from records over safety concerns

Jay Robert Leach, chair of the Washington State Public Disclosure Commission, on Aug. 14, 2025 ruled that the home residence address of donor Rebecca Durant and her husband would be removed from PDC records and replaced with Durant’s business address listed on the California State Bar.
Leach said he reviewed the record and concluded that "good cause has been shown under the, applicable statute and administrative regulation, to delete miss Durant's and her husband's home address from the PDC records and substitute for that address the business address of miss Durant, which is shown on the California State Bar website, which is 888 Prospect Street, Suite 200, La Jolla, California." The request had been made for personal safety reasons after Durant, who represents a client in ongoing matters, told the commission the opposing party had allegedly made threats that raised concern if her residence were publicly listed.
A staff member referenced on the record as Jennifer told the commission the husband’s address — not part of the original request — should also be redacted; transcript references to the husband’s surname appear alternately as Durand and Durant. The requestor confirmed she and her husband share the same last name and home address and that their names appear adjacent on a C-3 filing.
Leach asked whether staff needed anything further to implement the redaction; Jennifer replied no. The chair then closed the brief adjudicative hearing and directed the recording to end.
