Former student trustee given suspended $150 penalty for late F-1 filing

Chair Jay Leach found a violation in PDC case 175148 against Elasib Alvarado for failing to timely file the F-1 personal financial affairs statement covering 2024. Alvarado told the commission he filed when he began his student-trustee role at Central Washington University but did not know how to refile at the end of his term and said he did not receive the staff warning messages.
Leach announced a disposition on the record: "I'm going to find a violation, and I am going to impose a penalty of $150, but I'm gonna suspend the entire $150 upon one condition, and that is that you have no violations for the next 4 years," he said. The unsuspended fine will be waived so long as Alvarado remains in compliance; the finding and condition will be memorialized in the commission’s written order. Staff recommended the finding under RCW 42.17A.700 and the applicable WAC penalty guidance.
