The Architectural Review and Historic Preservation Board on Feb. 18 unanimously approved renovations to 160 E Plant Street to convert the 2,511 +/- square foot non‑contributing building into a Parlor Doughnuts restaurant. Senior Planner Yvonne Conatser presented the application, which includes opening the north side of the building to create an outdoor seating area, new paint, and a screening designed as a chimney for the kitchen exhaust fan; the property is zoned C‑1.
Board members questioned proposed signage, chimney shape, parking access, dumpster arrangements, landscaping and color palette. City staff and the applicant plan to pursue a downtown parking agreement rather than direct access to the adjacent Rainbow Parking Lot; staff said the business will arrange to use a neighboring property's existing dumpster rather than adding a new unit. The board requested the chimney façade be rectangular to better match mid‑century modern references, and staff will enforce adherence to the historical district color palette when approving paint colors.
Motion and next steps: Board Member Jessica Stone moved to approve the renovations with staff conditions; Board Member Amanda Daluga seconded and the motion carried unanimously, 5–0. Staff will review and approve final signage and color selections to ensure consistency with downtown guidelines.
