The Wink-Loving Independent School District Board of Trustees on Feb. 6 adopted a reimbursement resolution authorizing the district to reimburse prior lawful expenditures for constructing and equipping district improvements from the proceeds of tax-exempt obligations if those obligations are issued. Trustee Carrie Purcell moved approval and Trustee Melissa Halterman seconded; the motion passed 6–0.
Board materials state the purpose of the resolution is to allow the district to proceed with building or improvement projects if the bond passes and then reimburse prior expenditures once funding is received. "I move that the Board Adopt a Reimbursement Resolution as presented," Trustee Carrie Purcell said when moving the resolution. The minutes do not record additional conditions, reporting requirements, or a schedule for reimbursement.
