Staff presented PDC case 183895 alleging Fred Gillings failed to file three mandatory C4 reports for the 2025 general election. Gillings told the commission he believed a June filing and a paid 'statement of understanding' cured the issue and that he had intended to qualify for mini reporting rather than be treated as a full reporter.
Chair Jay Leach explained how the online form works and said the record shows Gillings selected full reporting rather than completing the mini-reporting questionnaire. "When you file that form, you're clicking through things, and you have a choice to click full reporting or to click whether you're eligible for mini reporting," Leach said. The chair found a violation and imposed a $450 penalty, suspending $300 of it and leaving $150 unsuspended; suspension conditions include paying the unsuspended amount within 30 days, filing any missing reports within 30 days, and no violations for four years.
