Allward said, "I have never spent a penny on a reelection" and explained he had been running unopposed and missed the filing because he did not realize zero-dollar campaigns still require a C4. Chair Jay Leach found the violation, imposed a $300 penalty and suspended $200 of it, leaving $100 payable within 30 days of the written order; the suspension is conditioned on filing any missing reports within 30 days and no further filing violations for four years.
