The Eastern Oklahoma State College Board of Regents voted unanimously on June 11 to award the Baker Hall roof replacement and solar-panel installation project to Wilson and Son Construction following a Finance Committee recommendation.
The committee compared proposals on materials, warranty coverage, membrane thickness and design. The recommended Wilson and Son proposal incorporated a slight pitched roof design to improve drainage and avoid relocating rooftop HVAC units, addressing recurrent water-intrusion problems in Baker Hall. Vice President Trisha White told the Board annual debt-service payments under the Wilson and Son proposal would begin at approximately $70,000 per year and increase to approximately $84,000 annually over a 20-year financing period; the competing proposal would have required roughly $73,000 to $88,000 per year. Administration estimated the recommended contract would save the college about $3,000–$4,000 annually during the financing term.
Regent Spradley emphasized the recurring leak damage across multiple interior locations and supported the pitched design to improve long-term durability. Motion recorded: "Regent Hamilton moved to approve the Baker Hall Roof Replacement and Solar Panel Project and award the contract to Wilson and Son Construction as recommended by the Finance Committee."
